GRAP 4 In Delhi: Vehicles, Schools, Construction - What's Allowed, What's Not

The Commission for Air Quality Management (CAQM) has imposed Graded Response Action Plan (GRAP)- Stage IV in Delhi-NCR starting today, November 18, 2024. This is a step-up from GRAP-III. The decision came after an urgent meeting of the GRAP sub-committee on November 17 following the Delhi's deteriorating air quality. As per the Central Pollution Control Board (CPCB), Air Quality Index (AQI) rose from 441 at 4 PM to 457 by 7PM. Understanding the exigency of the situation, new restrictions are imposed.
Key Restrictions
Delhi's Chief Minister Atish said in a post on X that all classes will be held virtually for all students except those in 10th and 12th, umtil further orders.
Other restrictions include:
- Stop entry of trucks into Delhi except those carrying essential commodities. All LNG/CNG/Electric/BS-VI diesel trucks will be allowed entry.
- Light Commercial Vehicles (LCVs) registered outside Delhi will not be allowed to enter unless they are LNG/CNG/Electric/BS-VI diesel compliant.
- Construction activities are banned as in GRAP-III, also for projects like roads, flyovers, highways, telecommunication, power transmission, etc
Municipal and private offices will function at 50 per cent strength. - State government can consider emergency measures like closing colleges/educational institutions, odd-even scheme, running of vehicles, and closing non-emergency activities. etc.
- The central government has the authority to decide if employees can work from home.
Additonally, people have been urged to follow these guidelines to ensure the successful implementation of GRAP. Children, elderly, and those with cardiovascular and respiratory diseases are urged to remain indoors and refrain as much as possible from outdoor activities.
