Green Cess On These Vehicles Entering Uttarakhand, These Vehicles Exempted: List

Uttarakhand has introduced a green cess for vehicles entering the state from other regions. The new levy, which will range from Rs 20 to Rs 80, is set to be implemented starting next month. The cess will be primarily collected through FASTag technology, ensuring a smooth and automated payment process for vehicle owners.
Exemptions for Electric Vehicles and CNG Cars
Electric vehicles (EVs) and vehicles running on compressed natural gas (CNG) will be exempt from the green cess, in line with the state's push to promote clean energy solutions. Additionally, two-wheelers will not be subject to the charge, although three-wheelers will be taxed Rs 20, four-wheelers Rs 40, and medium and heavy vehicles will be taxed Rs 60 and Rs 80, respectively. The green cess aims to address pollution concerns and promote eco-friendly practices.
Tendering Process and System Setup
To implement the green cess, the Uttarakhand government has initiated the tendering process for the necessary equipment. The tenders for the equipment will be opened on December 11, 2024. Transport officials have confirmed that the collection system will be operational at all state borders by next month. Additionally, banking institutions will be incorporated into the cess collection system to facilitate the direct deduction of charges from vehicle owners' FASTag wallets.
Automatic Collection via ANPR Cameras
The green cess will be collected using automatic number-plate recognition (ANPR) cameras installed at the state's borders. These cameras will identify vehicles registered outside Uttarakhand and automatically deduct the cess amount from their FASTag wallets. The system will apply to single-day entries, with an option for vehicle owners to pay higher rates for extended validity.
Exemptions for Special Vehicles
Certain categories, including government vehicles, fire tenders, and ambulances, will be exempted from the green cess. This initiative reflects the state's commitment to reducing pollution while ensuring smooth transport operations.
