The upcoming Budget Session 2025, which begins with the presentation of the Economic Survey on January 31 and the Union Budget on February 1, is set to address a range of important legislative and financial matters.
A series of bills are set to be discussed, covering diverse sectors like banking, railways, disaster management, and maritime laws, which will have a significant impact on the country's fiscal landscape, various industries and governance.
Budget Session 2025: What To Expect
The first part of Budget Session which will last till Feb 13, will cover the Key proposals including the Banking Laws (Amendment) Bill, 2024, aimed at strengthening regulatory oversight in the banking sector.
The Railways (Amendment) Bill, 2024 is expected to enhance the operational efficiency of Indian Railways, a major part of the country’s transportation infrastructure. On the disaster management front, the Disaster Management (Amendment) Bill, 2024 seeks improve disaster response systems. The session may also focus on laws related to oil exploration and extraction, with the Oilfields (Regulation and Development) Amendment Bill, 2024.
Representational reforms are on the agenda too, as the 'Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of Goa Bill, 2024' seeks to improve political representation for scheduled tribes in Goa.
Meanwhile, religious endowments is expected be reformed through two key pieces of legislation: the Waqf (Amendment) Bill, 2024 and the Mussalman Wakf (Repeal) Bill, 2024, which focus on the management of religious properties. The maritime sector will also see a legislative overhaul with a series of bills, including the Bills of Lading Bill, 2024, Carriage of Goods by Sea Bill, 2024, Coastal Shipping Bill, 2024, and Merchant Shipping Bill, 2024.
Financial matters will also take centre stage with the Finance Bill, 2025, which will give effect to the budgetary proposals and tax reforms presented in the Union Budget. A host of bills will also be introduced, such as the Protection of Interests in Aircraft Objects Bill, 2025, which seeks to safeguard financial interests in the aviation sector, and the Immigration and Foreigners Bill, 2025, designed to address regulatory changes related to foreign nationals.
On the financial side, the panel will discuss on the Demands for Grants for 2025-26, followed by the introduction and passage of the Appropriation Bill. These procedures are essential to ensuring government spending is aligned with the budget. The session will also revisit the Second and Final Batch of Supplementary Demands for Grants for 2024-25, as well as Demands for Excess Grants for 2021-22, which are related to expenditures that exceeded initial budget estimates.
With such a broad spectrum of critical legislation, the Budget Session 2025 is set to be an eventful one, shaping the financial and legislative landscape of the country for the coming year.
