Cabinet okays BioE3 policy to give fillip to high-performance biomanufacturing

Cabinet Decision: The Union Cabinet has approved a 'BioE3 Policy', which forms the omnibus initiative of the government toward developing high-performance biomanufacturing in India. The policy envisions driving innovation and growth in the biotechnology sector, with a special focus on sustainable practices and economic development.

The BioE3 policy is oriented towards innovation-driven support to R&D and entrepreneurship in the identified thematic sectors. It contemplates the creation of biomanufacturing and bio-AI hubs, along with biofoundries, which will act as instruments for rapid technology development and commercialization. They should greatly enhance the availability of skilled manpower in India while generating huge employment opportunities—especially against the backdrop of sunrise areas associated with biotechnology.

An organically large element of the BioE3 Policy would have to be the focus on developing a regenerative bioeconomy, directly aligning with the Government's broader aspirations for a 'Net Zero' carbon economy and progress on the 'Lifestyle for Environment' initiative. It will drive India toward accelerated 'Green Growth' through an incentivized circular bioeconomy—a system that minimizes waste and makes the best out of resources by recycling and reusing materials.


The BioE3 Policy outlines the strategy on only a few high-order priority sectors, including high-value bio-based chemicals, biopolymers, enzymes, smart proteins, functional foods, precision biotherapeutics, climate-resilient agriculture, carbon capture and utilization, and marine and space research. Of course, this would include the areas of high-order priorities that are most important for PPRs regarding mitigation of climate change, food security, and human health.


This policy envisions a robust biomanufacturing ecosystem in India, which promotes innovations in cutting-edge, bio-based products. This policy would go a long way toward a much more sustainable and circular economy and place India on the world map for biotechnology and green growth.
